Scottish Ministers are looking to appoint up to five new Members of the Board of Quality Meat Scotland (QMS).  Three appointments will take effect from 1 September 2021 with two from 1 April 2022.


Quality Meat Scotland


Quality Meat Scotland (QMS) mission is to deliver a range of activities to support the development of a sustainable, professional, profitable and resilient Scottish red meat industry.  QMS will promote and protect the Scotch Beef PGI, Scotch Lamb PGI and Specifically Selected pork brands through clear, effective communication to ensure consumers fully understand what sets our brands apart – the Scotch Difference.


Its vision is to be recognised as the leadership organisation for the Scottish red meat sector by the industry and Government. To achieve supply chain profitability, QMS works collaboratively with farmers, processors, auction marts, livestock hauliers, feed merchants, food service providers, butchers, retailers, research institutes and learning providers to build supply chain efficiency, brand integrity and consumer confidence.


Strategic Aims


QMS has set a number of strategic aims: 



  • To develop a profitable and sustainable Scottish red meat industry:

    • A Scottish red meat industry supply chain that is confident about investing in its future.

    • The red meat supply chain is fully engaged in continuous improvement development programmes.

    • Producers and processors benefit with equitable returns throughout the supply chain.



  • To support a profitable and sustainable Scottish red meat industry:

    • Respected as an evidence-based source of information by government and all stakeholders.

    • Key stakeholders respect the research, knowledge and evidence-based data that QMS produce.

    • All stakeholders are valued and bought into the work of QMS.



  • To promote a profitable and sustainable Scottish red meat industry:

    • The value of our brand increases in the eyes of our current and future consumers.

    • Sales volumes of Scottish red meat products that carry our brands increase and give an equitable return throughout the supply chain.

    • QMS is respected by our industry and government as leading on innovative initiatives that underpin integrity of our brands.



  • To protect a profitable and sustainable Scottish red meat industry:

    • The Red Meat Industry speaking with one voice using key messages agreed by the sector.

    • Consumers understand the positive benefits of eating meat produced in Scotland.

    • Our quality assurance schemes are valued by consumers.

The Role of the Board and Board Members


The Board of QMS consists of 12 Members, including the Chair, and is supported by the Chief Executive.  QMS has a number of committees and advisory groups.  Board members contribute to fulfilling the board’s role which is to: 



  • establish the overall strategic direction of QMS within the needs of the industry and the policy, planning and resources framework determined by Scottish Ministers;

  • ensure that Scottish Ministers are informed of any changes including financial impacting on the strategic direction, or attainability of QMS’s targets and determine the steps needed to deal with such changes;

  • ensure that any statutory or administrative requirements for the use of public funds (i.e. all funds falling within the stewardship of QMS) are complied with and to ensure the Board operates within the limits of its statutory authority and any delegated authority agreed with the Scottish Government;

  • ensure that the Board receives and reviews regular financial information concerning the management of QMS; is informed in a timely manner about any concerns about the activities of QMS;

  • demonstrate high standards of corporate governance at all times, including by setting up and using an independent audit committee to help the Board to address the key financial and other risks facing QMS.  The Board is expected to assure itself on the effectiveness of internal control and risk management systems;

  • provide commitment and leadership in the development and promotion of Best Value principles throughout the organisation; and

  • appoint a Chief Executive to QMS with responsibility for planning, performance management and monitoring; advising the Board; managing risk and resources and accounting for QMS’ activities.


Roles and Responsibilities


Chair


The Chair of QMS is responsible for leading the Board in the setting of strategic and cultural direction for the organisation, as well as maintaining key relationships with our wide stakeholder community including Farmers and their representatives, Red Meat Processors and their representatives, Government and Consumers.


Board Member


Board members of QMS are appointed entirely on merit, to maintain the mix of skills, knowledge and experience required to allow the Board to successfully fulfil its duties as a Public Body.  A board member’s responsibilities include: 



  • setting the strategic and cultural direction of the organisation;

  • providing oversight on issues of strategy, performance and resources;

  • monitoring the reporting of performance and holding management to account through purposeful and constructive challenge and scrutiny;

  • contributing to decision-making and to the work of board committees and advisory groups;

  • acting as “ambassadors” for QMS by communicating clearly and effectively and establishing and promoting the work of QMS in the industry and community.

Levy Payers


In recognition of the importance of appropriate industry representation on the Board, at least 50% of Board Members must be levy payers.  Therefore, in this round, at least two new board members will be levy payers.


Skills, Knowledge, Experience and Understanding


Applicants need to demonstrate evidence of at least one of the following:



  • knowledge and experience of pig production;

  • knowledge and experience of food retailing generally and specifically red meat;

  • knowledge and experience of marketing and promotional activities;

  • knowledge and experience of red meat processing;

  • knowledge and experience of animal production systems.


Applicants also need to demonstrate evidence of all of the following:



  • ability to contribute effectively to strategic planning and risk management processes;

  • ability to challenge constructively and contribute to high quality decision making and priority setting within a Board or team environment;

  • ability to communicate clearly and effectively to a range of stakeholders;

  • ability to contribute to the work of Quality Meat Scotland Board ensuring it remains relevant to levy payers.


Finally, it would be desirable if applicants had the ability to be an effective member of the Remuneration Committee (RemCo).


Time Commitment and Remuneration


The Board meets six to eight times each year with Members of the Board committed to 20 days per year.  Members of the Board receive £181.80 per day.  Reasonable travel and subsistence costs and dependant carer and childcare expenses are also reimbursed.  The appointments are non-pensionable.


The term of appointment will be for four years.  Three new Members will be appointed from 1 September 2021 with two Members taking up their appointments from 1 April 2022.  Reappointment is not automatic and is subject to performance and the individual continuing to satisfy the requirements of the role.
