Scottish Ministers are looking to appoint a new Non-Executive Member of the Board of Scottish Water.  The appointment will take effect from 1 November 2021 and run for four years.

The Opportunity

This is an exciting opportunity to play an important role in one of Scotland’s largest and most important industries.   As Scottish Water enters its new regulatory period covering the years 2021-27, Ministers have set it demanding objectives to maintain and improve services, and to make progress towards net zero emissions by 2040 – a central strand of Scotland’s response to the climate emergency.  To meet these challenges, Scottish Water is transforming its approach to how it works with customers and communities and its wider stakeholder network, taking greater accountability for determining its own approach to its work and the delivery of the required outcomes.

Scottish Water

Scottish Water is a public corporation established by the Water Industry (Scotland) Act 2002.  It is accountable to the Scottish Government for the provision of all public water and sewerage services to more than 2.56 million households and around 153,000 businesses in Scotland.  It is the fourth largest provider of water and sewerage services in the UK, with a workforce of more than 4000 and an annual turnover of roughly £1.4 billion.  Its retail subsidiary Business Stream operates in the competitive retail market for non-household customers in Scotland and England.

The Water Industry Commission for Scotland, the independent economic regulator of Scottish Water, recently published its Final Determination for the next regulatory period 2021-27 setting the demanding financial limits within which Scottish Water must deliver the Objectives set by Ministers.  Those Objectives include that it should make progress towards the achievement of net zero emissions by 2040.  As part of its determination the Commission has also set out a radical new approach to regulation through ethical business practices which create new expectations for how Scottish Water works with its stakeholders and customers.  The Commission will monitor and report on Scottish Water’s performance.

The Board of Scottish Water

The full Board complement comprises eight non-executive members, including the Chair, and three executive members, including the Chief Executive.  Scottish Ministers make appointments from amongst persons who appear to them to have knowledge or experience relevant to the functions of Scottish Water and the Board contains a range of backgrounds and expertise.

The successful candidate will work with the other Board members in setting a strategy for Scottish Water to discharge its statutory functions and to meet the requirements of the Scottish Government.  This will include ensuring that Scottish Water has a robust strategy for out-performing the requirements of its regulatory contract – which implies meeting the objectives set by Ministers within the financial limits set by the economic regulator.  With the other non-executive members, they will hold the Executive Board members to account for delivering that strategy, and will in turn account to the Scottish Government for Scottish Water’s performance.


The new Board Member will have a track record in operating at Board or equivalent level in a large industrial or commercial organisation.  They will also demonstrate evidence of their experience of:

  • large-scale asset management;

  • quality/assurance processes and risks/controls management;

  • contributing to the development and oversight of strategy;

  • driving and managing performance;

  • providing constructive and supportive challenge;

  • providing effective corporate governance.

Time Commitment and Remuneration

Non-Executive Members of the Board are expected to devote up to four days per month.  They receive £21,600 per annum.  Reasonable expenses incurred will be reimbursed.  The appointments are non-pensionable.

Length of Term

The appointment is for four years from 1 November 2021.  Reappointment is not automatic and is subject to performance and the individual continuing to satisfy the requirements of the role.
