Appointment of Deputy Chair


 


This is an exciting and challenging time for the Local Government Boundary Commission for Scotland as it continues its work to review local government electoral boundaries and takes on a new role in reviewing Scottish parliamentary boundaries.

Purpose and functions of LGBCS

LGBCS is an Advisory Non-departmental Public Body sponsored and wholly funded by the Scottish Government. It is an independent, non-political body created by the Local Government (Scotland) Act 1973 and is responsible for:


•carrying out reviews of the boundaries of local authority areas;
•carrying out reviews of electoral wards for local authorities;
•responding to requests for reviews of electoral wards or local authority areas.
•carrying out reviews of constituencies and regions for the Scottish Parliament;


The Commission has responsibility for making recommendations to Scottish Ministers on local government administrative and electoral boundaries in Scotland, “in the interests of effective and convenient local government.”  It completed the 5th Reviews of Electoral Arrangements in May 2016 and will be reviewing 6 authorities containing inhabited islands following the passage of the Islands (Scotland) Bill 2017 which was introduced on 9 June 2017.  The Commission assumed new responsibilities for review of Scottish Parliament boundaries in May 2017 and must complete the next review of constituencies and regions before May 2022. 

The Commission meets in Edinburgh and is served by a secretariat provided by civil servants from the Scottish Government.

Membership

The Commission comprises a chair, deputy chair and up to 4 members.  The appointment of the current Deputy Chair expired in August 2016.

The role of the Deputy Chair

The Deputy Chair will support the Chair and Commission in:


•Establishing the overall strategic direction of the Commission within the legislative framework;
•Engaging fully in collective consideration of the issues in reaching any recommendations, taking account of the full range of relevant factors, including any guidance or direction issued by the Scottish Government;
•Overseeing the delivery of planned results by monitoring performance against objectives and targets;
•Representing the Commission to outside parties whenever it is advantageous to do so and enhancing the Commission’s standing and other parties’ understanding of the Commission’s role;
•Attending scheduled and ad hoc Commission meetings, and contributing by reading papers, participating in Group discussion, helping to reach a consensus view;
•Ensuring that high standards of Corporate Governance are observed at all times.


It is the Chair’s task to lead the Commissioners in achieving the Commission’s objectives as set by the legislation and by Scottish Ministers under the terms of any statutory directions they may give. The Deputy Chair will be able to give strong support to the Chair and where necessary deputise for him across the full range of his duties.

Time commitment:

This  appointment is part time  and requires a commitment of up to 2 days per month to support Commission meetings during a review and a further 6-10 days to undertake other duties on behalf of the Commission such as council visits; meetings with COSLA, Scottish Ministers and others; or site visits which may be necessary when considering particular boundaries.  In addition, there may be an occasional requirement to attend meetings with local groups where a review is taking place – such meetings may take place outside normal office hours.

Length of Term of Appointment

This initial appointment is expected to be for 4 years.  On the expiry of the appointment, the successful candidate is eligible for reappointment subject to: evidence of effective performance; satisfying the requirements of the person specification for the role at the time of reappointment; and Ministerial approval.  The combined length of an appointment cannot exceed eight years. 

Remuneration/Expenses: The appointment is non-pensionable and attracts a fee of £252 per meeting. Reasonable travel, subsistence, childcare and dependant carer expenses incurred as a result of carrying out this role will be reimbursed.
