Scottish Ministers are looking to appoint a new Chair and up to four Members of the Board of Quality Meat Scotland (QMS). The appointments are for four years with the new Chair and one Member taking up their appointments on 1 September 2018. The remaining Members will take up their appointments on 1 April 2019.
QMS is responsible for the promotion and protection of three of Scotland’s most iconic food brands; Scotch Beef PGI, Scotch Lamb PGI and Specially Selected Pork. These brands are underpinned by our own unique whole of chain and whole of life assurance schemes offering traceability, brand integrity and world class levels of quality assurance. The QMS Board is comprised of a diverse mix of high calibre individuals, passionate about the future of the Scottish Red Meat Sector.
Mission and Vision
The overall strategy of QMS is to shape a sustainable and prospering Scottish red meat industry. Further information is contained in the Background Note and Role Description. The Board of QMS consists of up to 12 members, including the Chair, and is supported by a Chief Executive and Executive Assistant. The work of the organisation is delivered by QMS staff. The Board of QMS consists of 12 Members, including the Chair, and is supported by the Chief Executive. The Board’s role is to:
- establish the overall strategic direction of QMS within the needs of the industry and the policy, planning and resources framework determined by Scottish Ministers;
- ensure that Scottish Ministers are informed of any changes including financial impacting on the strategic direction, or attainability of QMS’s targets and determine the steps needed to deal with such changes;
- ensure that any statutory or administrative requirements for the use of public funds (i.e. all funds falling within the stewardship of QMS) are complied with and to ensure the Board operates within the limits of its statutory authority and any delegated authority agreed with the Scottish Government;
- ensure that the Board receives and reviews regular financial information concerning the management of QMS; is informed in a timely manner about any concerns about the activities of QMS;
- demonstrate high standards of corporate governance at all times, including by setting up and using an independent audit committee to help the Board to address the key financial and other risks facing QMS. The Board is expected to assure itself on the effectiveness of internal control and risk management systems;
- provide commitment and leadership in the development and promotion of Best Value principles throughout the organisation; and
- appoint a Chief Executive to QMS with responsibility for planning, performance management and monitoring; advising the Board; managing risk and resources and accounting for QMS’ activities.
Roles and Responsibilities
Individual Board Members shall act in accordance with their wider responsibility as Members of the Board – namely to:
- comply at all times with the Code of Conduct that is adopted by QMS and with the rules relating to the use of public funds, conflicts of interest and confidentiality;
- not misuse information gained in the course of their public service for personal gain or for political profit, nor seek to use the opportunity of public service to promote their private interests or those of connected persons or organisations; and
- act in good faith and in the best interests of QMS.
All Board Members should conduct themselves at all times in a manner which will maintain public confidence. Applicants will be asked to declare any conflict of interest that could affect their ability to undertake a Board Member role or anything in their personal or professional life that could cause embarrassment to them, Scottish Ministers, the Scottish Government or QMS.
Applicants applying for the Chair position and/or Member positions must demonstrate evidence of at least one of the following:
knowledge, experience and/or understanding of:
- beef production; and/or
- sheep production; and/or
- pig production.
knowledge, experience and/or understanding of red meat processing;
knowledge and experience of financial and risk management with particular reference to audit processes and internal control of resources.
As well as demonstrating evidence of their knowledge, experience and/or understanding of one of the above, applicants for the Chair position must also demonstrate evidence of:
the ability to lead the Board;
communication and influencing, including acting in an ambassadorial role;
an understanding of the role of Quality Meat Scotland and its relationship with levy payers in Scotland.
It will be desirable if the Chair is a levy payer.
As well as demonstrating evidence of their knowledge, experience and/or understanding, applicants for the Member position must also demonstrate evidence of:
- constructive challenge;
- communication and influencing;
- an understanding of the role of Quality Meat Scotland and its relationship with levy payers in Scotland.
Information about the roles
The Chair of the Board receives £340.00 per day whereas Members of the Board receive £180.00 per day. The Board meets six times each year. It is anticipated that the Chair will commit to 104 days per year with Members committed to 20 days per year. This is to prepare for and to attend Board meetings and to undertake other duties and responsibilities.
