Appointment of a Commissioner to the Scottish Fiscal Commission
Appointment from October 2018
Scottish Ministers are now looking to appoint two Commissioners to join the board of the Scottish Fiscal Commission. The period of appointment is set at the outset and may be any period chosen by Ministers, not exceeding five years. The appointee will take up the role in October 2018.
On 1 April 2017, the Scottish Fiscal Commission became a non-ministerial department, reporting to the Scottish Parliament. It was originally established by Scottish Ministers in June 2014 as an independent non-statutory commission to scrutinise and report publicly on fiscal forecasts prepared by the Scottish Government. The Commission is now responsible for independently providing the central forecasts of devolved taxes, devolved expenditure and the macro-economic forecast for Scotland.
The successful candidates will have forecasting and fiscal/macroeconomic knowledge and skills including:
• a proven track record at a senior level in developing or using forecasts and appraising fiscal and/or economic factors; we are keen to appoint one Commissioner who has experience of macroeconomics.
• be able to critique complex information and issues that underlie economic behaviours;
• able to demonstrate an appreciation of fiscal landscapes at a strategic level.
Ministers also looking for those with strengths in:
• independence and integrity;
• analysis, interpretation and judgement;
• communicating and influencing.
Commissioners are expected to commit to an indicative maximum of 78 days over the course of the financial year (an equivalent of up to 1.5 days a week) and receive a daily fee of £331.00. The appointment is non-pensionable.
