Scottish Ministers and the Convention of Scottish Local Authorities (COSLA) are looking to appoint a Chair to Public Health Scotland.
Public Health Scotland will be a new health body, established in statute as a national Special Health Board under the National Health Service (Scotland) Act 1978. The desired outcome is to create a more integrated, consistent system for protecting public health, driving population health improvement and tackling health inequalities. The Board will be jointly accountable to the Scottish Ministers and to COSLA.
Public Health Scotland will become responsible for the functions currently delivered by NHS Health Scotland and two parts of NHS National Services Scotland - Health Protection Scotland and Information Services Division. They will also have responsibility for new leadership and coordination roles in relation to public health research, data science and innovation, and for the development of the public health specialist and practitioner workforce.
The new body will have local delivery, partnerships and collaboration at its heart, while providing a stronger single profile, leadership and strategic direction. It will deliver services which are person-centred, evidence-based and make best use of public resources. This means ensuring the public health system maintains the capability and capacity to tackle today’s public health challenges and is prepared for the emerging challenges of the future, with a focus on prevention and early intervention. Strong leadership, robust accountability and a strategic approach to working with all delivery partners is therefore at the forefront of the model.
You will have the senior level experience required for this significant appointment and will be a visible and credible ambassador for Public Health Scotland as it builds its reputation as the expert national public health body in Scotland. Your role will be to ensure that it commands the confidence of the public, Scottish Parliament, Scottish Government and Local Government, and the professional and scientific communities related to public health. Public Health Scotland will be an exemplar new public service in Scotland reflecting the principles of public sector reform in Scotland (the Christie Commission).
An essential requirement of this post is that you have an interest in and are sensitive to the diverse needs of the people of Scotland, and that you understand the wider determinants of health, including personal circumstances and the environment, which impact health and wellbeing.

Remuneration: A daily rate of £168.12 (non-pensionable) is payable. You will also receive reimbursement for all reasonable travel and subsistence costs, reasonable dependant-carer expenses incurred whilst undertaking Board duties and for support required to help you carry out your duties effectively, subject to Board policy.
Time commitment: As Chair, you must be able to make a firm commitment to spend around 3 days per week on Board, NHSScotland and other national level business. Please note that during a shadow period from appointment to December 2019, you may be expected to attend at a greater frequency, supporting the establishment of the new body in partnership with the Chief Executive and other Board Members.
Once the Board is established, your time commitment will be a mix of daytime board meetings, daytime visits and other meetings, reading documents in your own time and attending stakeholder events, some of which may be in the evenings or at weekends. You should also demonstrate an adequate degree of flexibility to attend at a greater frequency subject to the Board’s ongoing business needs.
Appointment details: Appointment will be for a period up to 4 years, subject to regular performance appraisals, with the possibility of re-appointment
Location: The Board will most likely be based in Edinburgh, but Board meetings may be held elsewhere across Scotland. Regular meetings with other NHS Board Chairs and the Cabinet Secretary for Health and Wellbeing are currently held 6 times per year, in Edinburgh.
Assessment Process: Assessment will happen in two stages. The first stage will be the assessment of your written application against the essential requirements and values being tested at this stage. The second and final stage will be a values based assessment, which will involve a psychometric test; an observed role play exercise; and a competency based interview, with presentation. You will complete the psychometric test online at home and in advance of the other elements. The role play exercise will be held on 11th January 2019; with interviews being held on 14th and 18th January 2019. As part of the interview, you will be asked to undertake a practical exercise, provided to you in advance, which will involve you preparing a verbal presentation for the panel. Both the role play exercise and interview will be held in either Glasgow or Edinburgh.
