Police Investigations and Review Commissioner (PIRC)
Job Sharing will be considered.
The Police Investigations and Review Commissioner (PIRC) undertakes independent investigations into the most serious incidents involving the police and provides independent scrutiny of the way police bodies operating in Scotland respond to complaints from the public. The Commissioner is completely independent of the police and supports public confidence in a fair and transparent system.
The PIRC plays a key part in the policing landscape in Scotland. The post offers a unique opportunity to make a significant contribution to improving standards within the Police Service and increasing public confidence in policing throughout Scotland.
It is essential that you are approachable and able to engage and develop strong relationships with key partners including Scottish Government, Police Scotland, Scottish Police Authority, Crown Office and Procurator Fiscal Service, Her Majesty’s Inspectorate of Constabulary in Scotland and other relevant UK bodies.
You will have a proven track record of effective leadership and will provide active direction, support and strategic oversight of the Office of the Commissioner to ensure that it demonstrates and delivers its functions effectively and efficiently and in accordance with the statutory framework, and the aims, policies and priorities of the Scottish Ministers. You will take forward continuous improvement in all areas of the PIRC’s work with transparent reporting of information.
With sound judgement, integrity and tact you will identify the most important aspects of a situation and resolve conflict with calmness and confidence. You will set strategic aims and develop policy to drive successful outcomes and improvements in standards of service. You will have responsibility for undertaking independent and effective investigations into serious incidents involving the police, or allegations of serious criminality made against the police, and relevant matters which you may consider would be in the public interest to investigate, and will make recommendations where required in order to improve standards and consistency. You should have a balanced and impartial approach and be comfortable operating in a media environment.
Through independent scrutiny, you will examine the way in which police bodies in Scotland handle complaints; and ensure that policing bodies have in place efficient and effective procedures for handling relevant complaints and that these procedures are followed effectively.
The Independent Review of Complaints Handling, Investigations and Misconduct Issues in relation to Policing being conducted by the Rt. Hon. Dame Elish Angiolini DBE, QC, which commenced in September 2018, will assess the existing framework and processes and make recommendations for improvements to ensure the system is fair, transparent, accountable and proportionate. Key stakeholders including PIRC have been engaging in this Review. An interim report is expected in May 2019 which may identify areas for immediate improvement for key stakeholders including PIRC.
The appointment is on a full-time basis, although an alternative working pattern may be possible.
The appointment will be for a period of 5 years, subject to satisfactory performance appraisal. This post is pensionable.
It is a requirement that the post-holder is independent from the police service and anyone who has worked within police organisations in the UK is disqualified from this appointment. The full disqualification criteria are set out in the background note in the information pack.
The closing date for applications is 12 April 2019. Interviews will be held on 29 and 30 May in Edinburgh and an Assessment Centre will be held during week commencing 6 or 13 May 2019.
The successful candidate will be subject to Developed Vetting security clearance as a condition of appointment, which will be organised by the Scottish Government.
