The Accounts Commission is the independent public watchdog for holding councils to account for their spending and performance.
This is an exciting time for the Accounts Commission, with a number of developments shaping its work. There are radical changes in the public sector – including councils, health service and other national bodies – to enable it to best address the challenges facing Scotland. The next two years will see the Commission undertake a significant review of how it reports on council performance, provides assurance to the public, and helps councils to improve.
The Accounts Commission is looking for a Deputy Chair to help drive this work forward. You will be expected to provide leadership and active and effective direction, support and guidance to ensure that the Commission delivers, and is committed to delivering its responsibilities effectively and efficiently. This is to be done in accordance with the aims, policies and priorities of the Scottish Ministers, ensuring that public services are well placed to meet the future needs and requirements of Scottish citizens.
Remuneration & time commitment: The Deputy Chair role attracts a remuneration rate of £279.18 a day which is non-pensionable. This equates to £15,075.72 per year for 54 days. This is 4.5 days per month.
Applicants should note the weekly time commitment may vary dependent on the Accounts Commission workload, although it is unlikely the overall yearly commitment would increase.
Length of appointment term: For Deputy Chair, the appointment will be for up to four years with the possibility of being re-appointed for a further term, subject to evidence of effective performance and satisfying the skills, knowledge and experience required on the board at the time of re-appointment.
Location: The Accounts Commission is located at 102 West Port, Edinburgh, where it normally holds its meetings. The Commission usually meets monthly, and conducts its meetings in public in line with its Standing Orders. The Commission may decide to consider some items of business in private and there is guidance for when it does so.
Interviews: It is expected that interviews for the Deputy Chair will be held on 15 May 2019.
