Scottish Ministers are looking to appoint up to two new Members of the Water Industry Commission for Scotland. The appointments are for up to four years each and commence on 1 January 2020 and 1 July 2020 respectively..
Information about the Water Industry Commission for Scotland
The Water Industry Commission (the Commission) was established under the Water Industry Act 2002 to undertake the economic regulation of Scottish Water. The Commission is an Executive Non-Departmental Public Body (NDPB) of six members comprising up to five non-executive members, including the Chair, and a Chief Executive. It has statutory responsibility for the promotion of the interests of water customers through the robust and independent economic regulation of Scottish Water. The Commission is funded through a levy on Scottish Water and licence fees.
The Commission’s principal roles are to determine the charge income that Scottish Water requires to achieve Ministers’ objectives at lowest overall reasonable cost; to monitor and report on Scottish Water’s performance; and to control through a licensing regime the provision of retail water and sewerage services to non-domestic customers. The Scottish Government also looks to the Commission to play an appropriate role in its Hydro Nation Agenda.
The office of the Commission, based in Stirling, comprises 26 staff. The Commission is responsible for ensuring that the Chief Executive manages the staff and other resources made available to it so that the Commission’s functions are discharged efficiently and effectively.
The role of Members of the Commission
We are looking for people who will contribute to ensuring that the Commission:
- sets a clear strategy that will result in the successful carrying out of its statutory obligations;
- sets charge limits that both protect the interests of customers in Scotland and allow Scottish Water to meet Scottish Ministers’ objectives and provide for its long term financial sustainability;
- monitors - together with the quality regulators (Scottish Environment Protection Agency and the Drinking Water Quality Regulator), consumer representatives and the Scottish Government – the progress that Scottish Water is making in delivering the outputs/outcomes financed by customers;
- promotes the interests of water customers in Scotland;
- monitors and regulates the retail market for non-household customers to respond to the needs and choices of customers in the most efficient manner;
- maintains high standards of corporate governance;
- shares its expertise and understanding with relevant parties;
- can adapt to changing circumstances and unexpected events; and
- has its strategy properly carried out by the Executive Team.
Skills, knowledge and experience required
The successful applicants must demonstrate board level experience in a relevant body or sector and have the ability to communicate a clear vision of how economic regulation should develop in the interest of water customers, the financial sustainability of Scottish Water and the effectiveness of the retail market. They must also have an awareness of the challenges facing Scottish Water and its economic regulation, the roles of its other regulators and the Scottish Government.
The successful applicants must also demonstrate evidence of:
- experience at a senior (ie executive or board) level in setting and overseeing the development and implementation of a business strategy;
- the ability to support and constructively challenge the executive team and fellow Board members;
- the ability to understand and challenge economic, financial and business strategy assessments;
- the commitment to set and maintain standards and values that reflect the obligations of an independent regulator and a public body.
They must also demonstrate practical knowledge and understanding of one or more of the following in the water sector or a related or similar industry:
- economic regulation;
- customer service;
- financing and financial management;
- asset management strategy;
- capital investment programme management.
The appointments are for up to four years with the possibility of reappointment. The appointment attracts remuneration £265.00 per day, for a time commitment of on average of one day per week, plus reasonable expenses incurred including dependant carer and childcare expenses. The appointments are not pensionable.
The Commission has up to 10 board meetings per year in Stirling. In addition, there are various other meetings to review strategy and engage with other stakeholders including Scottish Water. These can be held in Stirling, Edinburgh or sometimes Oxford or London. The average number of meetings per year varies from 12 to 15 depending on circumstances and need.
