Appointment of a Commissioner for the Scottish Fiscal Commission from April 2021

We are looking for a new Commissioner to join the Scottish Fiscal Commission. The appointment will be from 1 April 2021, for a term of four years.

The Commission is Scotland’s official, independent economic and fiscal forecaster. Our economic, tax and social security forecasts feed directly into the Scottish Budget and the Government’s Medium Term Financial Strategy. The OECD has said that the Commission “has become a voice of authority and is credited with enriching the fiscal policy debate in Scotland”.

As one of four Commissioners, you would share collective responsibility for our forecasts and be directly accountable to the Scottish Parliament for them. The Commissioners set our strategic direction and are responsible for the leadership of the Commission and its staff.

The successful candidate will have deep economic knowledge and skills, including:

  •  a proven track record of working as an economist at a senior level, appraising economic and fiscal developments, and with experience across different types of organisations;  

  • the ability to critique complex information and issues that underlie economic forecasting behaviours; and

  • the ability to demonstrate an appreciation of fiscal landscapes at a strategic level.

 We are also look for individuals with:

  • independence and integrity;

  • strength in analysis, interpretation and judgement; and

  • strong communication and influencing skills.

The time commitment required varies across the year.  Twice a year there is a month of intensive work including weekends, whereas at other times it is around half a day each week. The maximum annual total is 78 days (an equivalent of up to 1.5 days a week) and Commissioner’s receive a daily fee of £339.  The appointment is non-pensionable.
