Do you have the skill and experience to take on one of the most important roles in Scottish public life?  Can you use your excellent judgement and interpersonal abilities to sensitively chair a diverse board in a high-profile and complex environment?  If so, this role offers a unique opportunity to ensure that the Scottish Police Authority (SPA) delivers effective governance oversight of one of the largest policing operations in the UK.

Scottish Ministers are looking to appoint a new Chair to the SPA and would welcome applications from those who believe they could provide dynamic leadership of the  Authority’s Board, and in doing so, promote and support continuous improvement in the policing of Scotland.

Roles and responsibilities

As Chair of SPA, you will provide strategic leadership at a time of dynamic and unforeseeable change, working constructively with your SPA and Police Scotland colleagues and building effective working relationships with external stakeholders.  You will hold the Chief Constable to account for the policing of Scotland and provide strong leadership in a changing budgetary and financial environment.  You will be able to inspire others and carry the confidence and respect of all parts of society.  You will understand and promote the highest standards of public service in the public interest, and be committed to working with the other SPA Board members to promote equality and diversity.

Time Commitment and Remuneration

As Chair, you will spend up to 15 days per month performing your functions as and when required.  The time commitment will be a mixture of daytime SPA meetings, daytime visits and other meetings, reading documents and supporting Members and the SPA Chief Executive.  As policing operates in a twenty-four hours a day, seven days a week environment, the nature of the role means it is likely that the majority of this time will be spent working in Scotland.

As Chair you will receive up to £95,400 based on a daily fee rate of £530 per day.  Expenses incurred as a result of carrying out the duties of the appointment, including reasonable travel and subsistence costs and dependent carer and childcare expenses, will be reimbursed.

Length of the Appointment

The appointment will be for up to four years with the possibility of reappointment subject to evidence of effective performance and satisfying the skills and knowledge required at the time of reappointment and beyond.  Reappointment is not automatic.  Any appointment and subsequent reappointment will not exceed a maximum total of eight years.
