Appointment of Members of the Board of Crown Estate Scotland

Appointments commencing from 1 May 2021

Scottish Ministers are looking to make up to two appointments to the Board of Crown Estate Scotland from 1 May 2021.

Crown Estate Scotland

Crown Estate Scotland is a self-financing Statutory Public Corporation accountable to the Scottish Ministers and to the Scottish Parliament.  The management and revenue of the Scottish Crown Estate was devolved to Scotland on 1 April 2017.

The Scottish Crown Estate includes a diverse range of urban, rural, coastal and marine assets.  The diversity of the property, rights and interests comprising the Scottish Crown Estate means that decisions on retention, use or sale of the assets can deliver significant economic, social, financial and environmental benefits for communities across Scotland.  Crown Estate Scotland is currently the manager of all the Scottish Crown Estate assets.

Crown Estate Scotland’s core purpose is investing in property, natural resources and people to generate lasting value for Scotland.  All revenue profit is paid to the Scottish Consolidated Fund.  In 2019/20, the gross revenue from Scottish Crown Estate assets was £22 million and £12 million of net revenue was paid into the Scottish Consolidated Fund.  In line with an ongoing commitment by Scottish Ministers a large proportion of that was distributed to benefit coastal communities across Scotland.

Crown Estate Scotland has a target of committing £70 million of capital to sustainable development by end of 2022-23.

The assets include four rural estates with agricultural tenancies, residential and commercial properties and forestry; the leasing of the seabed out to 12 nautical miles; rights to offshore renewable energy and gas and carbon dioxide storage out to 200 nautical miles; salmon fishing and mineral rights; just under half of the foreshore; and the Zero-Four development site near Montrose.

The Board

Board Members provide active and effective direction, support and guidance to ensure that Crown Estate Scotland delivers effectively and efficiently and in accordance with the aims, policies and priorities of the Scottish Ministers.  They provide a strong ‘challenge function’, carefully scrutinising planned and underlying assumptions before decisions are taken.  In exercising this function, where necessary, they will challenge other Board Members and senior officials.

Specific roles and responsibilities may vary but, unless otherwise agreed, Board Members will:

  • participate in standing committees such as the Audit and Risk and Investment Committees;

  • prepare for, and attend, meetings of Crown Estate Scotland and any relevant committees;

  • attend other meetings and events on behalf of Crown Estate Scotland (as required);

  • assist in the development, approval and monitoring of Crown Estate Scotland’s corporate plans which demonstrate how Crown Estate Scotland contributes to Scottish Government’s National Outcomes;

  • approve, where appropriate, a statement of accounts for each financial year on the basis determined by the Scottish Ministers;

  • monitor the financial position of Crown Estate Scotland against budget allocations and key financial targets and ensure corrective action is taken where required;

  • establish good partnership working with other organisations and participate in stakeholder groups, discussion forums and open meetings (as required); and

  • carry out other tasks that may reasonably be required.


Applicants need to demonstrate substantial recent significant experience in the offshore renewable energy sector and/or recent experience in property investment and development.  Applicants also need to demonstrate a number of other key skills:

  • longer term planning/seeing the bigger picture;

  • managing performance;

  • constructive and supportive challenge - working as part of a team; and

  • communication, collaboration and influencing.

Time Commitment and Remuneration

Members of the Board receive a fee of £217.33 per day (non-pensionable) for a time commitment of, on average, two days per month (a maximum of 24 days per year).  .  Overnight stays may occur three to four times each year.  Reimbursement will also be made for all reasonable travel and subsistence costs and any reasonable dependant/carer expenses, including child care.

Length of Term

The appointments are for three years from 1 May 2021.  Reappointment is not automatic and is subject to performance and the individual continuing to satisfy the requirements of the role.
