Do you want to lead the establishment of a new, independent and trauma-informed public body which treats survivors with respect, dignity and compassion? 

For decades, children in residential care in Scotland were failed by those entrusted to look after them.  Scotland is taking steps to face up to those failings by establishing a new financial redress scheme for survivors of historical  child abuse in care.

The Scottish Parliament passed the Redress for Survivors (Historical Child Abuse in Care) (Scotland) Bill on 11 March 2021.  The Bill creates ‘Redress Scotland’, a new Non-Departmental Public Body which will make decisions on applications from survivors seeking financial redress.

While nothing can ever make up for the suffering survivors have endured, financial redress can provide acknowledgement and recognition of the harm caused.  Scotland’s new redress scheme will offer an alternative, non–adversarial route to justice which provides access to support and apology – making a real difference to the lives of many.

Redress Scotland will carry out sensitive, challenging and often emotionally-charged work in assessing redress for survivors of historical child abuse in care. 

We will be advertising for a Chief Executive shortly, and for Panel Members (who will take decisions on individual redress awards) over the summer, once a Chair has been appointed.

As Chair of Redress Scotland, in addition to providing strategic leadership and embedding a culture of trauma-informed practice, you will actively participate in decision-making when required.

You will have a track history of strong leadership, personal integrity and the impartiality required to build and maintain the trust of survivors and stakeholders.

You will be aware of the importance of delivering a trauma-informed approach and instil this way of working at Redress Scotland to ensure an organisation-wide understanding of survivors’ needs.

As Chair of Redress Scotland you will:

  •  Establish a board and - working with members - set the strategic direction of Redress Scotland by providing clear vision and focus to ensure the organisation delivers statutory obligations and is viewed as a trustworthy and transparent independent public body.

  • Build public confidence in Redress Scotland, promoting the purpose and values of the organisation and ensuring survivors’ needs remain at its heart by engaging with survivor, survivors organisations, care providers and other stakeholder groups.

  • Oversee the introduction and development of robust governance and reporting arrangements, following best practice and ensuring duties are discharged with legal compliance.  This includes preparation and approval of annual corporate, financial and operational reports to deliver commitments set out in legislation.

  • At all levels, ensure people with the appropriate values, skills and abilities are recruited, developed and supported.  This includes supporting the Chief Executive and their staff to deliver the organisation’s objectives.

  • Provide leadership and commitment to the development and promotion of integrity, accountability, objectivity and equality to ensure that Redress Scotland is a professional and accessible organisation.  This includes setting high standards of performance for the organisation and establishing appropriate monitoring arrangements.

  • Ensure that staff at Redress Scotland work in an open and transparent way ensuring all applicants are treated fairly and with respect, dignity and compassion.

  • Uphold the principles of public life as set out by the Ethical Standards Commissioner at all times.

The new redress scheme forms part of a wider package of measures already in place.  These include the Scottish Child Abuse Inquiry, Future Pathways and the Limitation (Childhood Abuse) (Scotland) Act 2017.

An operational Division within the Scottish Government will also be established to support the work of Redress Scotland, taking on administrative and processing functions without impinging on the independence of Redress Scotland’s decision-making.

We value diversity of thought and applications are welcome from across Scotland’s geography and would be particularly welcome from groups currently under-represented on Scotland’s public bodies, such as women, ethnic minorities, disabled people and people aged under 50.

This appointment attracts a daily rate of £561 per day.  This is the maximum of the relevant Tier of the Daily Fee Framework 2021-22.  As outlined in the Public Sector Pay Policy Technical Guide, fees above the maximum require consideration by Scottish Government’s Remuneration Group, but this may be possible for an exceptional candidate.

As this is a new organisation, the Chair may be required to commit in the region of 10 to 15 days each month in the early stages.  This is anticipated to reduce as the organisation becomes more established to around six days per month. 

A degree of flexibility of the whole Board, especially in the first few months, will be required.  It is expected that the decision-making panels will formally convene for the purposes of making determinations on applications for the first time early in 2022, but considerable preparatory work will be needed in the months beforehand.
