Social Security Scotland, the social security agency for Scotland, is looking to appoint two new non-executive members to its Executive Advisory Body.

We are looking for people who believe in, and can demonstrate our values of dignity, fairness and respect to join the Executive Advisory Body of Social Security Scotland.

Key Responsibilities
We are looking to appoint candidates to both our Executive Advisory Body and our Audit and Assurance Committee. You will be appointed by and report to the Agency’s Chief Executive.

Non-executive members will attend around 10 meetings a year for the Executive Advisory Body, in addition to four meetings of the Audit and Assurance Committee.

The role of a non-executive member, on the Executive Advisory Body is both:
•advisory, helping to set the overall direction for the Agency within the scope of Scottish Governments strategic priorities; and 
•being a critical friend- challenging the agency on performance and delivery.

The Executive Advisory Body as a group is there to:
•provide strategic advice, scrutiny and constructive challenge to the Chief Executive and his Executive Team;
•encourage performance improvement and promote good governance;
•help ensure Social Security Scotland delivers on its purpose and principles underpinning the delivery of social security in Scotland,
•providing independent advice on risk and governance.

As a non-executive member you should be able to demonstrate the following:
•ability to provide effective challenge and advice at senior level to develop and enhance executive thinking.
•ability to encourage performance improvement ideally within a service- delivery environment.
•experience of ensuring effective governance within the public, private or third sectors or as a member of a committee.
•excellent communication skills, with the vision and experience to understand what Social Security Scotland can achieve and to advise on how to make it happen.
•ability to contribute to the development or organisational strategy.
•interest, enthusiasm and committment to our values.

We are seeking people who can demonstrate experience in one of the following:
•leading digital transformation within a complex environment; or 
•senior level experience of operational delivery in a high volume, customer- focused environment; or
•the benefits system or of working with diverse or vulnerable groups, impacted by the social security benefit system. This experience may come from a personal life experience or gathered through volunteering, relevant employment or charity work.

Terms of Appointment
The Executive Advisory Body meets every six weeks throughout the year with meetings taking place at Social Security Scotland’s headquarters in Dundee. This is readily accessible by public transport.  Alternative travel arrangements can be made if required. Please note that currently, all meetings are being hosted virtually due to Covid-19 restrictions on face-to-face meetings.

At present, the anticipated time commitment for Members is 14 days per year reflecting attendance at meetings, reading, travel time, and the consideration of papers, in an alternative formats if required, out with meetings.

There may also be periods when Non-Executive Board Members are invited to attend a number of additional ad-hoc meetings or events.

Members will be remunerated at the gross daily rate of £239 per day (non-pensionable). You will also receive reimbursement for reasonable travel expenses and reasonable child care/carer costs incurred whilst undertaking your duties.

This appointment will be for three years, effective from 30 September 2021 lasting until 30 September 2024, at which point the appointment will be reviewed.
