The Accounts Commission is looking for a Chair. If you are interested in this challenging opportunity, we would like to hear from you.

The Accounts Commission is the public body which oversees the performance and spending within Scotland’s 32 councils, 30 integration joint boards and other local government joint boards.  The Commission plays a significant role in Scottish public life helping to ensure that public money is spent properly, efficiently and effectively. It is responsible for the audit of all local authorities in Scotland.

The Commission provides insight to councils to support improvement, and has a key role in gathering intelligence and sharing good practice.  This work helps to influence and shape transformational change through councils and public services across Scotland.

Responding to Covid-19 and maintaining the everyday services across councils has undoubtedly made scrutinising the circa £27 Billion of local authority spending more complex than ever.  It is therefore vital that councils ensure greater involvement of their citizens and communities in shaping services and ensure they are improving outcomes for all citizens especially those who are most disadvantaged. 

We are looking for a forward thinking, visionary Chair who is capable of promoting the credibility, transparency and independent role of the Accounts Commission to the wider public..  We are looking for someone who will be able to work collaboratively with members of the Accounts Commission, Audit Scotland and local government.  The successful applicant, as Chair, must display excellent strategic leadership skills, be able to demonstrate excellent decision making skills and have proven ability to drive development and continuous improvement within a forward thinking organisation.

Remuneration & Time Commitment: This role attracts a remuneration rate of £346.20 a day which is non-pensionable.  This equates to £45,006 per year for 130 days, plus reasonable expenses.  This is just over 10.5 days per month or around 2.5 days per week.  All reasonable receipted dependant-carer expenses, including childcare, and for support required to help you carry out your duties effectively will also be reimbursed where applicable.

Applicants should note the weekly time commitment may vary dependent on the Accounts Commission workload, although it is unlikely the overall yearly commitment would increase.

Length of appointment term:  This appointment will be for up to four years.  On the expiry of the appointment, the successful candidate is eligible for reappointment subject to evidence of effective performance, satisfying the requirements of the person specification for the role at the time of reappointment; and Ministerial approval.  The combined length of an appointment cannot exceed eight years.

Location: The Accounts Commission is located at 102 West Port, Edinburgh, where it normally holds its meetings.  The Commission usually meets monthly, and conducts its meetings in public in line with its Standing Orders. The Commission may decide to consider some items of business in private; this is provided for in the Standing Orders.
