SCHOOL CLOSURE REVIEW PANELS – APPOINTMENT OF PANEL MEMBERS


At present, school closure proposals that have been called in are determined by the Scottish Ministers.  However, from early 2015, amendments to the Schools (Consultation) (Scotland) Act 2010 will change that process, by referring school closure proposals called in by the Scottish Ministers to the Convener of the School Closure Review Panels, who will be required to constitute a School Closure Review Panel to determine the case.


Panel member duties and responsibilities


The Convener will be responsible for appointing and maintaining a pool of people who will be eligible to be School Closure Review Panel members, who will be selected to serve on individual Panels as required.  The Convener will be responsible for providing leadership and support to Panel members as they deliver their statutory responsibilities. 


The Convener will be required to select 3 members from the pool of suitably experienced Panel members to form a School Closure Review Panel to determine each case, and to identify the Chair of each individual Panel.  Responsibility for the review of a closure proposal, once it has been called-in, and determination, lies with the School Closure Review Panel members.   The Convener will not be involved directly in Panel decisions, but will co-ordinate the work of the Panels.  Although difficult to predict, it is estimated that 5 or 6 closure proposals a year may be called in and referred to the Convener.  For some of these, the Panel may require additional advice from Education Scotland, or from other stakeholders.  The equivalent of 2 members of support staff is likely to be required to carry out analysis and administrative functions to support the Convener and Panel Members, based in Edinburgh.


Skills, knowledge and experience required


The successful candidate will be able to demonstrate:



  • evidence of managing tasks and time effectively to meet targets and deadlines;

  • experience of making effective decisions;

  • the ability to communicate in writing and verbally, clearly with conviction and enthusiasm;

  • the ability to establish and maintain positive relationships;  and

  • some awareness of the issues involved in school closure consultations in Scotland.

Remuneration


Remuneration of £200 per day (which is non-pensionable) is payable.  Allowances at rates set centrally for any travel and subsistence costs necessarily incurred on School Closure Review Panel business will be re-imbursed. 


Term of appointment


The term of appointment will initially be for three or four years.   Appointment may be renewed subject to evidence of effective performance and the on-going work of the School Closure Review Panels.


Time commitment


Ideally, you should be able to make a firm commitment to spend up to 10 days per year on Panel business.  This time will be a mix of Panel meetings; reading documents; analysis and decision making.


Location of meetings


It is anticipated that the Convener, and the necessary analytical and administrative staff, will be located in Edinburgh. Meeting rooms will also be available in central Edinburgh.

  • the Scottish Parliament;

  • the House of Commons;

  • the House of Lords;

  • the European Parliament;  or

  • a local authority.
